The purpose of the Yǎnjīng (The Eyes), the Yu Jing Military Intelligence Service, is none other than to ensure the necessary conditions are met for this destiny to be fulfilled. To do that, they have the Guǐ Fēng special operatives, the Phantom Wind that sweeps the Sphere, unnoticed and unnoticeable. The Guǐ Fēng undertake covert operations and generally take care of the dirty work the StateEmpire cannot handle openly through the use of regular forces or diplomacy.
